MARIN Strategy plan

STRATEGY 2026-2029

oceans of opportunities

MARIN stands for almost 100 years of independent maritime research. We are proud to be able to continue this tradition with our team of highly motivated colleagues and a dedicated network in the public and private sectors.

We are living in turbulent times, with various transitions underway. The energy transition, digitalisation, climate change and geopolitical developments are more complex than we have seen in recent decades. With this new strategy, we have chosen to embrace the dynamics that these transitions bring. We are working together with the maritime sector and navigating the changing circumstances. We are striving for greater agility by further developing our team. And for greater resilience by carefully selecting our integrated activities.

At the same time, we remain focused on our mission: the sustainable, safe and secure use of the oceans for a successful maritime sector. We believe that responsible use of our oceans is the way forward to truly support society. With clean transport. With safe and clean energy. By safeguarding territorial security, trade routes and infrastructure at sea. And with safe operations that protect human lives, nature and economic value.

Driven by this vision, we help our customers to innovate and compete, and we support policymakers with the right knowledge to guide the transitions. Because with the right focus, there are oceans of opportunities for MARIN and the maritime sector. Let’s explore!

Our MISSION AND VISION

For almost a century, MARIN has been a beacon of knowlege and innovation in the martime world. We continue to be the independent knowledge institute with a strong focus on the future of the maritme sector. This is wat we stand for, our mission: We are committed to the sustainable, safe and secure use of the oceans for a successful maritime sector.

And this is what we aim for, our vision: by 2032, we have achieved the following with and within the maritime sector:
  • An integrated maritime energy transition, with innovations for sustainable energy production and fuel logistics, and zero-emission shipping.
  • A maritime system that prevents accidents, with innovations to increase the safety of shipping and offshore work while maintaining efficiency, including decision support and autonomous shipping.
  • A marine infrastructure that is efficient and climate resilient, with efficient shipping on waterways and innovations for floating port industry and housing. • An effective naval security, with rapid-cycle innovations to ensure territorial safety, protect trade routes, and safeguard vital infrastructure at sea.
  • A maritime sector that rides the next technology wave, with data driven digital and artificial intelligence innovations to design and operate efficiently.

our strategic choices and Goals

To navigate towards that future, we have made strategic choices focussing on broad engagement in five maritime markets, applying our expertise from concept to operation in four roles, combining strengths in networks, knowledge and research to create unique value, and ensuring coherence and efficiency through synergy and shared priorities.

To guide the implementation of these strategic choices, we applied the Objectives, Goals, Strategies and Metrics (OGSM) model. We defined one clear objective for 2026–2029: creating maximum and unique impact across the maritime sector through coherent and efficient operations. This objective was translated into measurable goals for services, research, resources, people and finance.

A detailed description of our choices and goals can be found in the Summary of the MARIN Strategy Plan 2026–2029.
