Abstract
ABSTRACT: This paper emanates from the European Research Project MarNIS. Three new concepts were introduced. The first was the introduction of a MOS center. This center is thought to be the focal point for Ma-ritime Services which are all under one roof. Improvements of the services and costs reductions are the major drivers of the establishment of a MOS Center. The second concept is the introduction of dynamic High Risk Ships as a proactive measure to reduce pollution. It is not only the HRS principle that is important but also the right based in international law to take measures against the HRS using the precautionary principle. The third concept is the innovative use of the ALARP principle to determine in any weather condition the desired dis-tance to the coast.
